A massive blackout plunged tens of millions in Brazil’s largest cities into darkness, sparking major disruptions, fears of crime and energy supply concerns on November 10, 2009. The outage originated in the Itaipu hydroelectric plant that straddles the border between Brazil and Paraguay and supplies much of the energy to the two nations, Energy Minister Edson Lobao told reporters.
